Venezuela- India : Energy Pacts

Venezuela, India in talks for long-term energy pacts-Indian Express

Prime Minister Narendra Modi held talks with Venezuela’s Acting President Delcy Rodriguez in New Delhi.

Energy Cooperation as the Core Agenda

  • Energy security emerged as the most important pillar of India–Venezuela relations.
  • Venezuela has one of the world’s largest proven oil reserves, while India has a large and growing demand for energy.
  • Both sides discussed moving beyond spot purchases towards long-term secure energy supplies.
  • Venezuela has recently emerged as an important crude supplier for India, and both countries see strong complementarity in the energy sector.

Scope for Upstream and Downstream Partnership

  • India and Venezuela discussed cooperation not merely as a buyer-seller relationship.
  • The partnership may include participation of Indian companies in both upstream and downstream energy activities.
  • Venezuela’s energy sector is undergoing reforms and opening opportunities for private capital.
  • India indicated willingness to facilitate Indian companies’ participation in Venezuela’s energy sector.

Importance for India’s Energy Security

  • India is actively looking for new sources of crude oil and energy due to uncertainties in the global energy market.
  • Venezuela is being seen as an opportunity to diversify India’s energy supply basket.
  • Long-term energy cooperation can help India reduce vulnerability to external shocks and ensure stable crude supplies

Cooperation in Critical Minerals and Mining

  • Apart from energy, both sides discussed cooperation in critical minerals, gold and diamond mining.
  • This is important because critical minerals are becoming central to clean energy, advanced manufacturing and emerging technologies.
  • Venezuela’s resource base and India’s industrial needs can create new areas of bilateral cooperation.

Technology, Agriculture and Transport Cooperation

  • India and Venezuela also discussed cooperation in technology, agriculture equipment, animal husbandry, automotive sector and transportation.
  • These areas show that the bilateral relationship is being expanded beyond traditional energy cooperation.
  • Such diversification can strengthen economic and developmental ties between the two countries.

 Health and Pharmaceutical Cooperation

  • Pharmaceuticals was discussed as a priority area.
  • Venezuela showed interest in India’s ability to provide high-quality generic medicines at low cost.
  • India’s Jan Aushadhi scheme was also highlighted as a model that Venezuela could study for affordable public health services.

 Global South Solidarity

  • Prime Minister Modi described Venezuela as a valued partner in Latin America and emphasised the importance of cooperation for the Global South.
  • The partnership is significant because both countries seek stronger cooperation in a changing geopolitical environment.
  • India sees Venezuela as a traditional friend and a partner with which it has cooperated bilaterally as well as internationally.

India–Venezuela relations are entering a renewed phase with energy security at the centre. Venezuela’s vast oil reserves and India’s growing energy demand create natural complementarity. At the same time, cooperation in critical minerals, technology, agriculture, health and pharmaceuticals shows that both countries are trying to build a broader partnership. For India, Venezuela can become an important partner in energy diversification, Global South cooperation and resource security.
