Vibrant Villages Programme

The Vibrant Villages Programme (VVP) is in focus as the Government is expanding its implementation through VVP-II, extending development initiatives from the northern border to other international land borders of India.

About the Programme

• The Vibrant Villages Programme (VVP) seeks to transform border villages into active partners in national development through better infrastructure, livelihoods and access to government schemes.
• Launched in 2023, it aims to accelerate the integrated development of identified villages along India’s international borders.
• The programme envisions border settlements as secure, prosperous and vibrant communities, while recognising local residents as important stakeholders in border management.
• Implementation is carried out through Village Action Plans, with interventions tailored to the specific needs of each village, border region and State.
• VVP follows a convergence approach, combining existing government schemes and resources for maximum coverage and impact.
• All-weather road connectivity is supported through PMGSY-IV.
• The Ministry of Home Affairs (MHA) is the nodal ministry and coordinates implementation with State governments, district administrations and border guarding forces.

Phases of VVP

• The programme is being implemented in two phases, together covering India’s entire international land border.
• VVP-I focuses on villages along the northern border and is implemented as a Centrally Sponsored Scheme in partnership with States.
• VVP-II extends the programme to other international land borders and is implemented as a Central Sector Scheme, fully funded by the Union government.

Core Objective

The programme aims to improve connectivity, livelihoods, public services and security in border areas, while reducing out-migration and strengthening the strategic resilience of frontier communities.
