NCW Women Helpline – 14490: A Dedicated Platform for Women's Support-PIB 

The National Commission for Women (NCW) launched the dedicated Women Helpline – 14490 to provide timely support, assistance and grievance redressal for women’s safety, dignity, rights and welfare. 

What is National Commission for Women (NCW)

  • The National Commission for Women (NCW) is the apex statutory body of the Government of India established to safeguard and promote the rights and interests of women.
  • It was established in January 1992 under the National Commission for Women Act, 1990.
  • The NCW advises the government on policy matters affecting women and acts as a platform to raise women’s issues related to safety, dignity, equality and empowerment.
  • It deals with issues such as dowry, domestic violence, harassment, labour exploitation, equal employment opportunities and women’s representation.
  • The Commission also receives and investigates complaints from women facing violence, discrimination, harassment or deprivation of rights.
  • Thus, NCW plays an important role in protecting women’s rights and promoting gender justice in India.

The NCW Women Helpline promotes the vision of Digital India by using technology to improve access to public services and grievance redressal.

  • It offers complaint registration, psychological counselling, referral support and information on government schemes.
  • The nationwide number enables quicker access to support, especially during emergencies.
  • It makes women-centric support services more accessible, responsive and citizen-friendly.

2. Complaint Analysis for Reform

Complaints received by NCW help in understanding the nature and trends of crimes against women.

  • Complaint analysis helps identify institutional gaps in addressing violence against women.
  • It supports recommendations for corrective measures.
  • Complaints are also used as case studies in sensitisation programmes for police, judicial officers, prosecutors, forensic experts, defence lawyers and administrative officials.

3. Complaint Processing and Redressal

NCW follows a structured mechanism for examining and acting on complaints.

  • Complaints are first scrutinised to check whether they fall under NCW’s mandate.
  • Valid complaints are registered and given a unique case number.
  • Complaints outside NCW’s mandate are closed after informing the complainant.
  • Registered complaints are taken up with concerned authorities.
